New Delhi: The much-awaited Bulk Drug Park at Haroli in Himachal Pradesh’s Una district has faced delays primarily due to the time taken to obtain environmental clearance, permissions for tree felling and completion of various procedural formalities, the Central Government informed the Rajya Sabha.
The issue was raised by Himachal Pradesh Rajya Sabha MP Harsh Mahajan, who sought details regarding the status and progress of the ambitious project.
In a written reply, Anupriya Patel, Minister of State for Chemicals and Fertilisers, said that construction of the Common Infrastructure Facilities for the Bulk Drug Park is currently progressing in different phases. The project is aimed at creating a modern industrial ecosystem for pharmaceutical manufacturing in the state.
The Centre informed the House that ₹1,000 crore in central assistance was approved for the project on October 11, 2022. The first instalment of ₹225 crore was released on February 20, 2023.
The Himachal Pradesh government has separately approved ₹118.46 crore as its share, of which ₹35.53 crore has already been released.
According to the government, around 60 per cent of work on the raw, potable and demineralised water systems has been completed. About 12 per cent of the rainwater drainage network and 10 per cent of the internal road network and compound wall have also been completed.
Tenders have been issued, or are in the final stages of the tendering process, for several other important facilities. These include the Common Effluent Treatment Plant (CETP) with Zero Liquid Discharge capability, solid waste management system, steam generation facilities, common warehouses, solvent recovery systems and emergency response centres.
Work related to advanced laboratory testing, safety and hazard operations audit facilities and the Centre of Excellence is also being taken forward.
Environmental Clearance Received in September 2025
The Centre attributed the earlier delay mainly to the process of obtaining environmental clearance, securing necessary permissions for tree felling and completing various procedural requirements.
A major milestone was achieved when the project received environmental clearance on September 25, 2025. Following the clearance, the government said that most critical infrastructure packages have moved into the implementation or advanced procurement stage.
The project has consequently gained momentum, with the authorities now focusing on expediting construction and procurement of the remaining infrastructure.
The government said that progress of the Bulk Drug Park is being regularly reviewed by the Scheme Steering Committee, senior officials of the Ministry of Chemicals and Fertilisers and a High-Powered Committee chaired by the Industries Minister of Himachal Pradesh.
The monitoring mechanism is intended to ensure that the project progresses according to schedule and becomes operational at the earliest.
The Centre also informed the Rajya Sabha that, considering requests received from states and the progress of various projects, the Promotion of Bulk Drug Parks scheme has been extended up to the financial year 2026-27.
