State Government would be considering relaxation by one year in the service span of daily wagers to pave the way for their regularization by reducing the mandatory service condition of 8 years to 7years. This was stated by Chief Minister Prem Kumar Dhumal in the ‘Mukhya Mantri Samman Samaroh’ organized by Mahapanchayat of Himachal Pradesh Non Gazetted Officers Federation (NGO) and attended by thousands of employees from different parts of the State, to thank him for all the financial, promotional and other benefits provided to the state employees during his present term, here today.
Chief Minister said that the stagnation in different cadres working in various department of the State Government would be removed by creation of promotional avenues and Committees constituted to resolve other demands of categories of part time, daily wage, contractual functionaries in the State. He said that cutting and tailoring teachers would be given preference while making recruitments to the posts of panchayat secretaries and aanganwari workers. He said that one more opportunity would be provided to class IV employees promoted as clerks in different department to qualify the typing test. He said that a separate committee would be constituted to frame a policy with regard to protecting interests of computer teachers. He said that the salary of the PAT teachers had been enhanced from Rs. 5,000 to Rs. 6.500 and efforts would also be made to disburse salary of Primary Assistant Teachers (PAT) along with other regular teachers in the educational institutions.
Prof. Dhumal said that the State Government had maintained very cordial relations with its employees who were the backbone of the government. He said that the employees had been the sole force implementing policies and programmes of the State Government in the farthest corner of the state and delivery benefits of welfare schemes to every eligible person. He said that the State Government had provided financial benefits of over Rs.7,200 crore to its employees during past four and half a year without waiting them to ask for the same. He said that same benefits had simultaneously been provided to the pensioners keeping in view the valuable services they had rendered during their active service period. He said that there was no category of employees which had not been provided financial benefits. He said that the State had been considerate towards the genuine demands of its employees and resolved all their problems in a most harmonious atmosphere. He thanked the employees for their valuable services and appealed to them to re-dedicate themselves for the service of the common man so that development process was started from the grass root level to make Himachal Pradesh a role model in the country.
Surender Thakur, President, HP State NGOs Federation, thanked the Chief Minister for approving benefit of 4-9-14 to the employes besides all the benefits provided to the employees during his present term. He said that it was unprecedented that every section of the employees had been benefited. He also thanked for releasing entire pay arrears to the employees while neighbouring states had yet to release the same. He apprised the Chief Minister of other pending demands of the Federation and urged for constitution of committees to resolve the same on priority. Other prominent leaders of different organizations, Dev Raj Sharma, Vipan Dogra, Yash Pal Rana and N.R.Thakur, also welcomed the Chief Minister and appreciated his concern towards NGOs in the State. Paras Ram, Senior Assistant of IPH Department presented a draft of Rs. 5100 to the Chief Minister as contribution towards Chief Minister’s Relief Fund. Suresh Bhardwaj, MLA, Ganesh Datt, Vice Chairman, HIMUDA, Joginder Verma, Chairman, HP Building and Construction Workers Welfare Board, Ghanshyam Sharma, Vice Chairman, Employees and Pensioners Welfare Board, R.S.Gupta, Principal Private Secretary to the Chief Minster, were prominent among others present on the occasion.
