Himachal Pradesh Cabinet in its Meeting held here today decided to enhance cash incentive to two girls of BPL families residing in rural and urban areas, under ‘Beti Hai Anmol’ Scheme, from Rs. 5,100 to Rs. 10,000. The women empowerment Scheme aims at changing the negative attitude of society towards girl child, check child marriage and make girls self reliant and self dependant. Such female children will also be eligible to avail scholarships ranging between Rs. 300 to Rs. 1,500 while studying in school from first to plus two standard. Chief Minister Prem Kumar Dhumal presided over the Meeting.
Cabinet also decided to enhance honorarium of 3,539 Primary Assistant Teachers from Rs. 2,500 to Rs. 6,000 to Rs. 6,500, to Trained Teachers and from Rs. 2,000 to Rs. 4,500 to Rs. 5,000 to Un-Trained Teachers.
It was decided to enhance honorarium of 3,243 Panchayat Chowkidars from Rs. 1,000 to Rs. 1,200 per month; honorarium of 2,058 Tailoring and Embroidery Teachers from Rs. 1,400 to Rs. 1,600 per month and give preference to them in recruitment to Panchayat Sahayak and aanganwari worker posts. Honorarium of 9,824 Part Time Water Carriers from Rs. 1,200 to Rs. 1,300 per month. The increase will be effective from April 1, 2012.
Cabinet also given its nod to enhance Social Security Pension to eligible 2,77,817 beneficiaries from Rs. 330 to Rs. 400 per month and to veterans of above 80 years of age from Rs. 500 to Rs. 600 from April 1, 2012. This is in fulfillment of the Budget Assurance of the Chief Minister.
It was also decided to provide Grant-in-Aid to Parents Teachers Association appointees under ‘Grant-in-Aid to Parents Teachers Associations Rules, 2006’, from April 1, 2012.
It was decided to fill up 42 vacancies of Junior Engineers in Irrigation and Public Health Department on batch-wise basis.
It was decided to create and fill up 14 posts of different categories for implementation and monitoring of Pradhan Mantri Adarsh Gram Yojna at district and block level.
Cabinet also decided to fill up 7 posts of different categories to manage affairs of Women Resources Centre opened under National Women Empowerment Campaign; two Data Entry Operators on fixed remuneration of Rs. 6,794 through outsourcing to DOEACC in HP Institute of Public Administration; one ex-cadre post of Senior Scale Stenographer in the Court of District and Sessions Judge, Bilaspur; one post of Driver for Nagar Panchayat Santokhgarh in district Una; create office of Chief Engineer (Projects) in Irrigation and Public Health Department alongwith four other posts of different categories of employees. It was approved to amend Rule 13 of Punjab Police Rules 1934 exempt confirmation at each level, except for entry level, to facilitate promotion to higher posts for quicker promotional avenues.
It was decided to Amend Rule 47-A of Himachal Pradesh Motor Vehicle Rule, 1999 and reduce late fee charges for delay in renewal of registration certificates substantially. Late fee for delay upto 30 days has been reduced from Rs. 500 to Rs. 100 for four wheelers and Rs. 20 for two-wheelers; delay ranging between 30 to 90 days to be charged Rs. 200 for four wheeler and Rs. 50 for two wheelers which were being charged a late fee of Rs. 1,000. Late Fee for the period ranging between 90 to 180 days which was being charged Rs. 2,000 will now be required to pay Rs. 500 for four wheeler and Rs. 100 for two-wheeler. Late fee for delay beyond 180 days which was being charged Rs. 2,000 plus Rs. 100 per day will now be charged a consolidated amount of Rs. 2,000 for four wheeler and Rs. 500 for two-wheeler.
It was decided to make Industrial Training Centre at Baijnath functional from current academic session with two vocational courses to begin with and sanction 9 posts of different categories to make the Institution functional.
It was decided to increase authorized share capital limit of Himachal Pradesh OBC Finance and Development Corporation, from Rs. 10 crore to Rs. 11 crore.
It was approved to implement and execute detailed project reports under JNNURM to Build, Refurbish, Rehabilitate, Operate and Maintain the Water Supply and Sewerage System of Shimla Town on BOT (Build, Operate and Transfer) basis under PPP mode.
It was approved to amend in HP Minor Minerals (Concession) Revised Rules, 1971 and carry modifications in Policy Guidelines for Registration, location, installation and working of Stone Crushers in Himachal Pradesh for simplifying and rationalizing the existing processes.
It was decided to bring Kalyanpur Sai Chakka Road, Billawalan Gujaran, Chak and Billanwali Labana areas within the jurisdiction of Baddi Municipal Council.
It was decided to frame Recruitment and Promotion Rules of Assistant Town Planner (Class-I Gazetted); amend the Recruitment and Promotion Rules for the post of Joint Director (Class-I Gazetted) in the Department of Animal Husbandry.
It was decided to purchase one vehicle for Managing Director, HP OBC Finance and Development Corporation; one vehicle to Treasury and Accounts Department; one vehicle for Resident Commissioner, New Delhi office.
