A World Class State of the Art Roerich International College of Fine Ats (RICFA) with Multipurpose Cultural Complex will develop at Naggar. Chief Minister discloses it in the 16th Board of Trustees Meeting of the International Roerich Memorial Trust held under his Chairmanship. Chief Minister said that it was cherished dream of former Prime Minister, Atal Behari Vajpayee and the world renowned painter late Nicholai Roerich to develop Naggar village as a centre of art to polish the young and budding talents in different forms of art from within and outside the country. He said that a detailed project report would be prepared and academic curriculum drawn to select different forms of arts to be taught to the students in the college. He said that joint effort would be made by the Trust, Russian Embassy and State Government to generate funds for the same. He said that an Action Plan would also be drawn to develop the complex as a combination of Himachali and Russian architect in an ecologically safe manner so that the solitude and natural beauty of the place was maintained.
Prof. Dhumal constituted a Committee consisting of Alexander M.Kadakin Ambassador of Russian Federation, Chief Secretary, S. Kulkarni, Principal Secretary and Director Language and Culture, Representative of Union Ministry of Culture, Deputy Commissioner, Kullu B.M.Nanta and Dr. Alena Adamkova, Executive Director of the Trust who would be submitting their report with regard to effective functioning of the Centre time to time. He also announced constitution of separate Committees to submit their report to the Board with regard to functioning of different wings of the Trust within next six months. He said that intellectuals, artists and writers needed to be associated in artistic activities of the Trust besides assigning them the work to bring out quality publications while the Deputy Commissioner, Kullu would be the Chairman of such Committee. He underlined the need for close coordination amongst different wings of the Trust so that it could function more effectively to realize the dream of Shri Atal Behari Vajpayee, former Prime Minister, of developing Trust area as best in the world for different artistic pursuits. He said that late Shri Nicholai Roerich had adopted Naggar as his second home and spent many years of his life in the valley where he had painted world’s best paintings which were known as landmark in the world of art. He directed the Trust authorities to maintain proper accounts of contributions received from different sources including foreign countries.
Alexandar M.Kadakin, Ambassador of Russian Federation and Vice President of the International Roerich Memorial Trust, said that the Russian Government would be providing financial assistance to bring out two of the best and quality publications for the Trust and assured help for construction of Roerich Art College. He reiterated the resolve of the Russian Government to transform Naggar Estate into a world class museum, a cultural, educational and research complex that would meet universally recognized International standards. He suggested that the Board need constitute an IRMT Vision Committee to prepare a long term vision with atleast a 10 year horizon so that the area was developed in a most artistic manner.
