The Government of Himachal Pradesh is committed to provide opportunities to the citizens for their economic and social development. For this, the Government is providing easy and single point access to information about the various welfare schemes for the citizens and other stakeholders. As many as 3366 e-Governance Common Service Centres, popularly known as Lokmitra Kendra have been established under the Public Private Partnership mode. People can avail this service on government website.
SUGAM Centres have been setup at all Tehsils/ Sub-Tehsils, Sub-Divisions and District Headquarters of the State. These centres are playing an important role in providing services at the doorstep of rural community by bringing all citizen related services and information under a single roof cutting across different tiers of administration. The unique feature of this project is that the submission of documents and collection of required certificates/ licenses etc. can be done even at a place other than the one where sanction is to be done (except where physical presence is necessary as per law). Several public services such as vehicle registration, Driving license, voter registration, caste or domicile certificated, Land record Nakal/ Jamabandi, Property registration, arms license, Police Complaints, Disability identity card etc. can be accessed through these centres.
AGRISNET is a yet another novel project being implemented in the State for strengthening / promoting agricultural informatics & communications for the benefit of the farmers. This project is bring farmers, researchers, scientists and administrators together by establishing online information for Agriculture, Animal Husbandry, Horticulture and Fisheries departments. The main objective of the Project is to create a sustainable data bank of all agricultural inputs in the State containing entries for all relevant information pertaining to Agriculture and its related activities and to access the same through a secured network.
Telemedicine project has been implemented in the State to improve the health services of the State by providing access of Medical Specialists/ experts from PGI/ IGMC to common man even at Primary Health Centre/Community Health Centre level remotely. Since Himachal Pradesh is a sparsely populated with difficult topography, thus the telemedicine project has been a great help in providing the specialized services of Medical Specialists to the people even in rural areas.
Hospital Management Information System project is a state initiative to provide better health services to the people of Himachal Pradesh. The scope of the project includes computerization of the routine activities of the hospital and to keep track of patient record/ Medical history right from his registration to his discharge/ leaving the Hospital. The database is also proving useful for doctors from the research point of view. Indira Gandhi Medical College, Shimla is among the few health institution in the country where such system has been implemented. Besides, the citizens are getting better services as the OPD slips are being issued in respective OPDs as against one counter previously.
Recently, the State Government has introduced e-tendering process for procurement of different commodities by major departments in order to bring efficiency in the functioning of the tendering departments besides reducing paperwork through automated bid evaluation system. The system would be error free and promote transparency in the process thereby eliminating discrimination and discretion. The new process would make bid/tender process more efficient and save man-hours being spent under the existing system.
