In fulfilment of the announcement made by the Chief Minister in the Joint Consultative Committee (JCC) Meeting held here recently, the Himachal Pradesh Cabinet, in its Meeting presided by Chief Minister, granted approval to alleviate part time water carriers, completing 9 years of service, to the posts of daily wagers and daily wagers completing 8 years of service as regular class-IV employees against the posts of Water Carriers and Peons in the Department of Education.
Cabinet granted approval to Amendment in Himachal Pradesh Cooperative Societies (Amendment) Bill, 2012 to provide for 33 percent reservation to the women and reservation to Scheduled Castes and Scheduled Tribes.
It was approved to enhance daily allowance of Home Guard Volunteers from Rs. 200 to Rs. 225 in non-tribal areas and from Rs. 249 to Rs. 281 in Tribal Areas, from September 1, 2012. This is in fulfilment of the announcement made by the Chief Minister in State Level Independence Day at Kullu. It was decided to pay Special Monthly Allowance of Rs.80 to the Firemen completing 20 years of satisfactory service, having faced no major penalty during last three years and no minor penalty during past six months, besides re-designating them as Honorary Lead Firemen.
It was also decided to re-designate Warder as Honorary Head Warders in the Prisons Department on satisfactory completion of 20 years of service in the cadre with a view to remove stagnation. It was approved to raise one more Battalion of Himachal Home Guards in the State and generate employment to 600 youth. It was further decided to create one post of Commandant and set up the Battalion at Dehra in district Kangra.
It was decided to promote Ain Singh, Pump Operator, IPH Department, a renowned Karate Champion who has won International and National level Medals for the country and the State, as Junior Engineer in the Department, on out of turn basis by relaxing the prescribed norms for the post. It was approved to create and fill up 10 posts of Data Entry Operators, One post of Deputy Director (Archives) in the Department of Language and Culture.
Cabinet further decided to promote renowned artist Padam Shree Awardee Vijay Kumar from the post of Artist to Senior Artist in recognition of his services in the field of art. It was decided to fill up two vacant posts of Mechanics in Ayurveda Department out of Surplus Pool.
It was approved to open Primary Health Centre at village Cholan Garh in district Mandi and fill up the posts by internalization and name Primary Health Centre, Sera, in Nadaun Block of district Hamirpur after late Shri Narayan Chand Parashar. It was approved to create District Cadre for various categories of Para Medical Staff in Health and Family Welfare Department besides granting approval to the Inter-District Transfer Policy under 5 percent quota.
It was approved to procure additional finance of US$ 61.70 million from World Bank as well for extension of the closing date upto June, 2016, in respect of the ongoing projects/packages being executed by the Himachal Pradesh State Roads and Other Infrastructure Development Corporation Limited. It was decided to amend Section 4(6)(e) of Himachal Pradesh Value Added Tax Act, 2005, in order to enhance the turnover limit of registration in respect of small dealers from Rs. 6.00 lakh to Rs. 8.00 lakh. This is in fulfilment of the Independence Day announcement of the Chief Minister.
Cabinet also decided to amend Rule 75 of Himachal Pradesh Value Added Tax Rules, 2005, in order to enhance the limit of sanctioning of refund to the dealers by the Assessing Authorities. It was approved to increase lease period from three to ten years in respect of Trekkers Hostel at Haripurdhar in district Sirmour with a view to give boost to adventure tourism in the unexplored destination. It was approved to set up one Fire Post at Kala Amb, in district Sirmour and Shri Naina Devi Jee, in district Bilaspur, alongwith 8 posts of drivers and Home Guards in each post to man the posts and cater to emergency services requirements in both the areas.
Cabinet also approved to frame Recruitment and Promotion Rules for the post of Joint Director (Class-I Gazetted) and Deputy Director(Class-I Gazetted), in the Department of Social Justice and Empowerment. It was approved to revise Parking Complex Development Plan at Sanjauli in Shimla with a view to create more parking space.
It sanctioned one Mahindra Bolero for State Council for Science Technology and Environment and one new vehicle for Chairperson of HP State Women Commission.
