To attain first position in implementation of Twenty Point Programme for second time consecutively is another feather in the cap of Himachal Pradesh for its commitment to ensure socio-economic uplift of the poor and weaker sections of the Society. Hundred percent achievements is really a big achievement for the State.
Himachal is placed at Top in the “A” category on the basis of its performance under the parameters evaluated under the Programme. After Himachal Pradesh the performance of the Andhra Pradesh, Rajasthan and Gujrat had been found the best.
The achievement of the State in assisting the Individual Swarozgaries under the Swaran Jayanti Gram Swarojgar Yojana had been 145 per cent. In providing Income Generating Activities to the Self Help Groups, Himachal Pradesh has surpassed the target and its performance is 107 percent.
102 percent achievement has been registered in house construction under Indira Awas Yojana. Under Slipped back habitations and habitations with water quality problems addressed- Accelerated Rural Water Supply Programme (ARWSP), the achievement of the State is cent percent. 225 per cent achievement has been registered in ‘Pumps sets energisation’. The achievement in assisting the Scheduled Castes families in their socio-economic uplift has also been very good and achievement is 110 percent.
Under Food Security (Antodaya Anna Yojana) the achievement of the State is cent percent. Under Targeted Public Distribution Scheme (Below Poverty Line) the performance of the State was also adjudged the Best.
The State’s performance under Rajiv Gandhi Grameen Vidyutikaran Yojana is 120 percent and Operationalisation of ICDS Blocks has been 100 percent.
In construction and maintenance of Roads, 95 percent achievement has been registered under the Pradhan Mantri Gramin Sadak Yojana (PMGSY).
Area Covered under Plantation (Public and Forest Land), the State’s performance is 103 percent and the performance under Seedlings Planted (Public and Forest Land) is also 103 percent.
Himachal Pradesh presents a picture of consistent and balanced development in all the given spheres. Himachal Pradesh is the lone State in the country to have achieved “Very Good” performance (100 per cent or above targets) in all the individual items under the programme during 2010-11.
It was not only this year that Himachal had stood first in implementation of twenty point programme but last year i.e. 2009-10 also, Himachal Pradesh had attained first position in the implementation of this poverty alleviation programme. In the year 2008-09 also State’s performance had remained spectacular and it was adjudged at number three amongst all States in the country in the implementation of Twenty Point Programme.
The performance in the implementation of this ambitious programme, speaks of the commitment of the State Government towards the general well-being of the people of the State and the importance that is being attached to overall balanced development of rural areas.
