Himachal Pradesh Cabinet in its Meeting held here today decided to sanction one additional increment in favour of all Class IV employees, on completion of 20 years of regular service, w.e.f. August 1, 2012, benefitting over 23,000 Class IV employees working in different government departments and it carries annual financial liability of Rs. 16.56 crore. Chief Minister Prem Kumar Dhumal presided over the Meeting.

It was approved to enhance Tribal Allowance for employees serving in Tribal Areas of the State from Rs. 200 to Rs. 300 per month from August 1, 2012, to benefit 10,735 employees.

It also consented to sign Memorandum of Understanding with Government of India and NABARD for implementation of Special Handloom Package, estimated at Rs. 9,11,99,638, to be implemented in 90:10 ratio between GOI and GoHP, in the State and accordingly constitute State/District Level Committees for implementation of the Project.

It was approved in principle to execute two ambitious Tunnel Projects, Bhubhujot, between Jogindernagar (Ghatasani-Silh Badhani) and Kullu (Telang), at an estimated cost of Rs. 367 crore and Bangana-Dhaneta in district Una, at an estimated cost of Rs. 145 crore, to facilitate smooth all weather vehicular movement.

It was decided to create a separate Agency, Himachal Pradesh Ropeway Corporation, to oversee the implementation of all the Ropeway Projects in the State and also take up projects on PPP/BOT mode wherever the potential exists.

It was decided to amend the existing Resettlement and Rehabilitation of Bhakra Dam Oustees (Grant of Land) Scheme, 1971, and Rules for allotment of plots in New Bilaspur Township.

It was decided to allot 30 Self Identified SHEPs aggregating to 57.95 MW for execution, out of which 24 projects were approved for allotment to Himachalis and 7 projects to Non-Himachalis, besides one additional to HIMURJA.

It was approved to fill up 50 posts of Wardens, including10 posts of Female Wardens, in the Department of Prisons to strengthen the manpower in different prisons in the State. It was decided to amend Guidelines for recruitment of Aanganwadi Workers in the State to make the same more practical and realistic.

It was decided to roll-out E-Services to people through Lok Mitra Kendras opened in rural areas of the State to provide filling-up of e-form and uploading citizen’s request at the portal @ Rs. 10; Scanning and uploading of one page on the portal @ Rs. 2 per page and printing and issuance of final document (Certificate, License etc.) to the citizen after the approval of concerned department (if any) @ Rs. 10 per page. It was further decided to charge service fee of Rs. 5 for collection of Domestic Electricity Bill and Rs. 10 for Commercial Electricity Bill; Rs. 10 per page for Jamabandi; Rs. 10 per Grievance/Demand; Rs. 2 or 2 percent of bill amount, whichever is higher, for Water Bills; Rs.5.00 for telephone bills; Rs. 5 for one person, Rs. 10 for three persons and Rs. 15 for upto 6 persons for HRTC bus tickets; Rs. 10 for issuance of copy of Shajra Nasab.

It was decided to dispose off compassionate employment cases on priority by fixing upper annual income limit in case of widow of the deceased at Rs. 1.50 lakh, with Rs. 37,500 per capita income per person and in case of son or daughter, Rs. 75,000 per family with individual limit of Rs.18,750. It was decided to approve ‘Group Personal Accident Insurance Scheme for registered dealers’ benefiting about 36,000 dealers in the age group of 18 to 80 years of age, with Accident Insurance Cover of Rs. one lakh.

It was decided to amend Rule 66 of the Himachal Pradesh Value Added Tax Rules, 2005, in order to simplify the procedure to bring small and medium dealers under Deemed Assessment category so that these dealers are not required to pay frequent visits to the office of Excise and Taxation department for finalization of their assessments.

It was approved to upgrade Pandit Hari Ram Government Ayurvedic Health Centre, Jog, in district Una to 10 bedded hospital. It was also decided to upgrade 10 bedded District Ayurvedic Hospitals, Nahan, 20 bedded Ayurvedic Hospital, Kullu and Solan to 50 bedded hospitals, where ‘Panchkarma’ and ‘Ksharsutra’ services shall be outsourced.

It was decided to present the amendment in Acts of Private Universities in the forthcoming Monsoon Session of HP State Legislative Assembly for its approval. It was decided to name Government Degree College, Suni, district Shimla, as Atal Behari Vajpayee Government Degree College.

It was decided to include three additional fields, Gram Panchayat Code, Mobile Number and Employment Exchange Registration Number in Biometric Enrolment Form of National Population Register (NPR). It was approved to amend Scheduled Caste and Scheduled Tribe (Atrocities Prevention) Rule, 1995 under Scheduled Caste and Scheduled Tribe (Atrocities Prevention) Act, 1989.

It was further approved to amend Himachal Pradesh Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Rules, 2005, with a view to increase the relief amount and make the provisions more practical for implementation. It was approved to amend Recruitment and Promotion Rules of Assistant Electoral Officer (Class-I Gazetted) in Election Department.

It was decided to repeal existing Recruitment and Promotion Rules for the post of Assistant Professor in Government Dental College, Shimla and notify fresh rules for the same post. It was approved to adopt fresh Recruitment and Promotion Rules for the post of Reader (Gazetted) Class-I in the Department of Ayurveda, Himachal Pradesh. It was approved to carry 8th Amendment in Himachal Pradesh Right to Information Act, 2006.

It was decided to sanction two new vehicles for two Chief Engineers in Public Works Department, 2 vehicles for Deputy Commissioner, Kullu and one for Deputy Commissioner, Lahaul and Spiti.
