Chief Minister Prem Kumar Dhumal said that MLAs were being kept posted of infeasible schemes given by them so that they could recommend other schemes in place of that. He invited suggestions of MLAs for incorporating in 12th Five Year Plan beginning from next year keeping in view the guidelines provided by the Planning Commission of India. He also urged them to use their good office for getting private land transferred in the name of State Government to construct road projects in their respective areas.
This was revealed by him while discussing on plan priorities for the 12th five year plan and mid term appraisal of the Annual Plan 2011-12 with MLAs of Una, Hamirpur, Kinnaur and Lahaul-Spiti districts here today.
Chief Minister said that the State had succeeded in getting 2237 schemes sanctioned by NABARD valued at Rs. 3576.79 crore out of which 67 percent i.e. Rs. 2395.55 crore were procured during BJP regime. He said that keeping in view the best track record various external funding agencies had liberally been funding various development projects in the State and the State was also ensuring optimum use of the fund procured from different external agencies.
Dhumal directed the authorities to guard against non-Himachali taking undue and illegal benefit of natural resources available on the State borders. He said that strict vigil was required to be maintained to check anti-social elements, with a view to uphold the rich tradition of best law and order conditions in the State.
Chief Minister said that the State had got 283 saw mills operational by raising the issue with Supreme Court and permitted felling of khair trees, besides, allowing land owners of one hectares to fell trees for their own requirements. He said that public hearing would soon be conducted to listen to public grievances to restore rights of villagers as also to take villages out of the jurisdiction of wild life sanctuaries.
Dhumal directed authorities and Deputy Commissioners to immediately disburse the labour payments to the job card holders who had worked under MNREGA scheme. He said that Rs. 250 crore had been provided to the field functionaries to clear all such payments. He thanked MLAs for their active participation in the meeting as 56 MLAs had attended the same. He also thanked for their valuable suggestions with regard to formulation of 12th Five Year Plan which would be proposed by the State to Planning commission for incorporation in the Plan.
Una district
Balbir Chaudhary, MLA, Gagret urged for early approval of DPRs, construct employees residence in Gagret, raise Commercial Complex there, convert resin factory into commercial complex and added attention towards rain water harvesting. Rakesh Kalia, MLA, Chintpurni urged for early completion of Bharwain,-Samroli bypass, multi-complex at Chintpurni, Mehatpur-Amb highway, channelization of Swan River tributaries. Mukesh Agnihotri, MLA, Santokhgarh wanted Beet area irrigation scheme completed, implement 4th phase of Swan River Channelization, Check menace being caused by stray animals, police post at Bathari.
Hamirpur District
Sukhvinder Sukhu, MLA, Nadaun, appreciated mid-term appraisal and urged for early identification of land for Spice Board, Central School, APEDA packing and grading centre at Nadaun. He thanked for finalization of DPR for construction of tunnel. Urmil Thakur, MLA, Hamirpur wanted improved in Jhaniyara-Bassi, Masyana and other IPH schemes, distribution system, restructuring of APDRP Schemes at Sujanpur, bus service on all roads. She thanked for providing funds to Sainik School, Sujanpur, Technical University, Hotel Management Institute at Hamirpur. Baldev Sharma, MLA, Nadaunta thanked for liberal development funds during past three years, construction of Bhim Rao Ambedkar Bhawan, Water Supply Schemes in the segment. He urged for filling up vacancies in schools, hospitals, more roads and bridges.
Lahaul-Spiti district Ram Lal Markandey, MLA, Lahaul-Spiti lauded initiative of holding mid term appraisal meeting to review MLA priorities, opening ITI. He wanted to start work on Lingti project and make operational Rongtong projects in Spiti valley, laying of HT line to Spiti valley.
Kinnaur district
Tejwant Negi, MLA, Kinnaur thanked Chief Minister for according priority to tribal developmental projects and sanctioning world class Ice Skating rink at Kalpa. He urged for connecting Kinnar Kailash with suitable connectivity and also facilitate connectivity of Chhitkul-Uttrakhand annual pilgrimage, make Mudh-Bhawa Nagar road operational.
Chief Secretary Rajwnat Sandhu, welcomed the Ministers, Chief Parliamentary Secretaries, MLAs to the meeting and apprised them of the objective of the mid term appraisal meeting. She said that valuable suggestions of the MLAs was one of the objective to give final shape to the 12th Five Years Plan.
I.D. Dhiman, Education Minister, Satpal Satti and Virender Kanwar, Chief Parliamentary Secretaries, Additional Chief Secretaries, Principal Secretaries, Secretaries, Heads of Departments, Deputy Commissioners and other senior officers were present in the meeting.
