Himachal Pradesh Election Commission has notified the election programme for the conduct of by-election in Panchayati Raj Institutions to fill up the seats declared vacant upto 30th June, 2012.
According to notification, nomination papers can be presented on 5th, 6th and 7th December, 2012 (Between 11:00 am to 3:00 pm). Nomination papers for the offices of Gram Panchayat and Panchayat Samitis shall be filed at the places before the officers appointed by the District Election Officers (Panchayat).
The nomination papers would be scrutinized on 10th December, 2012 (From 10:00 am onwards). A candidate can withdraw his candidature on 12th December, 2012 (Before 3:00 pm). List of contesting candidates showing the name of symbol allotted to them shall be prepared and affixed on 12th December, 2012 immediately after the time of withdrawal is over. The List of polling stations will be published on or before 5th December, 2012.
The poll, if necessary would be held from 8:00 am to 4:00 pm on 23rd December, 2012.
Counting of votes for Members, Up-Pradhans and Pradhans of Gram Panchayats shall be taken up on the date of Poll immediately after the close of the poll at the Gram Panchayat Headquarters. Counting of votes for the members of the Panchayat Samiti shall be taken on 24th December, 2012 at respective block headquarters. The counting once started shall continue until it is completed.
The result of the election of Member, Up-Pradhan and Pradhan of Gram Panchayat shall be declared on the date of the poll immediately after the counting is over at respective Gram Panchayat headquarters.
The result of election to Panchayat Samiti Member shall be declared immediately on the completion of counting at the block headquarter. The election process shall be completed by 26th December, 2012
