The Government of Himachal Pradesh has notified a Scheme for High Security Registration Plates (HSRP) for all the vehicles in the State.

Commissioner Transport said that though anti-theft registration plates for motor vehicles containing some security features were available in the market but they were not as per Rule 50 of Central Motor Vehicles Rule (CMVR), 1989. He said that. M/s Link Utsav Ventures Pvt. Ltd. New Delhi, has been selected and approved vendor for sale and fixation of HSRP. These plates were required to be affixed by the said vendor in the premises of the registering authority i.e. Regional Transport Officer (RTO) and Registering and Licensing Authority (RLA). Besides, the HSRP would contain a number of security features like a permanent identification number of minimum seven digits which is laser branded on the bottom left hand side of the registration plate, a chromium based hologram hot stamped on the top left hand corner of the front and rear plates, use of a third registration plate in the form of self-destructive type chromium based hologram sticker to be affixed on the inner side on left hand corner of windshield etc.

He said that w.e.f 15/11/2011 the new HSRP were to be supplied to the vehicle owner by the vendor selected, approved and notified by the State Government only, against the authorisation of the RTO/RLA designated for the purpose by the State Transport Department. New vehicles to be registered shall be fixed with HSRP w.e.f 15/11/2011 and old vehicles shall be required to fix HSRP within a period of two years i.e. before 14/11/2013, said he.
