Prem Chief Minister Prem Kumar Dhumal encourages the officers to make proper use of the Plan funds so as to increase the developmental work. Chief Minister also ensured that any lapse will be viewed seriously. He presides over the Planning, Development and Twenty Point Programme Review Committee meeting.
Prof. Dhumal said that the State has received approval for the annual plan of Rs. 3,300 crore for the current financial year. Chief Minister also said that State Government has requested the Planning Commission of India to provide Special Financial Package to the State to fill the void caused due to less Special Plan Assistance sanctioned and lowering the borrowing limit of the State.
Chief Minister further added that the State has been provided Special Plan Assistance of Rs. 1,000 crore only against the demand of Rs. 1500 crore raised during the finalization process of the Annual Plan for year 2011-12 and loan limit fixed at Rs. 1,647 crore against the current price loan limit of Rs. 1,911 crore. He said that the Government of India was evaluating the loan limit based upon the evaluation of State Gross Domestic Product by the 13th Finance Commission and if one looks at the Gross Domestic Product based upon current market prices, the loan limit of the State should have been Rs. 2,034 crore. He said that the 13th Finance Commission had provided Rs. 7,888 crore against Rs. 10,202 crore provided by the 12th Finance Commission which was affecting all the Annual Plans of the State. He said that the Planning Commission had been urged to provide Special Central Assistance to the State or allow the State to borrow additional loans from the market to match the financial assistance shortfall.
He said that the State had ranked at number one in the implementation of 20-Point Programme during the year 2009-10 in the country and achievements in all indicators of the programme for the year 2010-11 had exceeded the target of 90 percent and the State was likely to retain number one position in the country during year 2010-11 as well. He said that speedy and balanced development of every section of the society was being ensured. He reiterated the resolve of the State Government to deliver socio-economic justice to all the sections of the society. He said that implementation on every point of the Election Manifesto of the Party adopted as Policy Document of the State Government, was being ensured and not only almost all the promises made therein had already been fulfilled but the State Government had performed beyond that in many of the cases.
Chief Minister directed the authorities to utilize the available limited financial resources judiciously and carefully to rise to the expectations and aspirations of the common man. He underlined the need to analyse the programmes which were not of much benefit to the people in the present circumstances by reframing the same to fit into the local requirements. He said that unproductive expenditure had to be curbed and maximum Central Sponsored Schemes got sanctioned for the State to generate new resources for the State. He directed all the departments to prepare a road map to the effect and forward the same to the Planning Department so that efforts could be made to explore the possibilities of harnessing all such resources. He said that all the administrative secretaries and heads of the departments had to play pivotal role to achieve the objective by working in close coordination.
Prof. Dhumal appealed to the people to protect forest wealth from forest fires and in emergency requisition the services of Atal Swasthya Seva ambulance service. He said that quality road construction work needed to be ensured and pending projects completed on priority. He said that the components of the 20-Point Programme needed to be implemented vigorously in letter and spirit and efforts made to surpass the allotted targets. He congratulated all the concerned departments for achieving their targets under 20-Point Programme implementation.
During the meeting, Horticulture Minister Narinder Bragta informed that six fruit processing plants are being upgraded and equipped with latest machinery.
Dr. Rajiv Bindal, Health Minister, Sukh Ram Chaudhary Chief Parliamentary Secretary, Bimla Kashyap, MP RS, MLA Roop Singh Thakur, Parveen Sharma, Randhir Sharma, Additional Chief Secretary, Principal Secretaries, Secretaries, Heads of the Departments and other senior officers of the State Government and official take attended the meeting and gave their valuable suggestions.
