CPM Himachal unit has complaint against MC Shimla Commissioner and DC Shimla for the violation of Modal Code of Conduct, in its complaint to the Chief Electoral Officer, Himachal Pradesh, CPM has alleged that the Municipal Corporation, Shimla has not given any permission to install the banners/boards for political parties. The MC Shimla has given the sites/spaces to the advertisers. But, as per the modal code of conduct the political parties must take the prior permission from the competent authority to install the banners/boards in public places. The MC Shimla Commissioner giving the false statement that the BJP, Congress and Trinmool Congress have taken the prior permission.

Party alleged that the CPM Shimla District Committee has applied for the permission of affixing the posters in the ear-marked sites/paces of MC Shimla addressed to the Commissioner dated 20th Oct. 2012. But the Commissioner has not given the permission till date. It has come to notice of our party that the Commissioner and the District Election Officer (D.C) Shimla has only eradicate the flags of CPI (M) even from the houses of the our party member stating the reason that the flags can not be installed in the home with out the permission of concerned R.Os. or D.E.O. But on the same times the Commissioner, M.C. and D.C. Shimla has not removed the flags, banners/boards, posters and other election materials of the others political parties specially BJP and the posters, flags and banners/boards can be seen in all roads within the M.C. limits and outside it. This shows that the Commissioner, M.C. and D.C. Shimla are acting in a partial manner.

CPM, in its complaint asked Chief Electoral Officer to take strict action in this regards and immediately relieve both these official from there responsibilities.
