The Himachal Pradesh Cabinet in its Meeting approved release of additional honorarium of Rs. 300 to Aanganwari Workers, Rs. 200 to Aanganwari Helpers and 250 to Mini Aanganwari Workers in the State with effect from January 1, 2012. 18,352 Aanganwari Workers will now be paid Rs. 3,300, 18,352 Aanganwari Helpers to get Rs. 1,700 and 330 Mini Aangwnwari Workers to get Rs. 1,750 honorarium per month. The arrears of previously enhanced honorarium of Rs. 3,000 per month to Aanganwari Workers and Rs. 1,500 to Aangwnwari Helpers and Mini Aanganwari Workers, with effect from April 1, 2011 have been ordered to be released immediately. This would be costing State Government to the tune of Rs. 22.22 crore. This is in fulfillment of the announcement made by the Chief Minister. Chief Minister presided over the Meeting.

It was decided to grant approval to constitute a Committee under the Chairmanship of Assistant Engineer (IPH) concerned and Pradhan of respective Gram Panchayat and Junior Engineer (IPH) concerned, as its members, to recruit 2,000 Water Guards to maintain rural drinking water supply schemes in the State.

Cabinet granted formal approval to the Budget Estimates of the State for the next financial year, 2012-13. It was decided to relax the prescribed norms for upgradation of Government Middle and High Schools to higher standards in tribal and non-tribal areas on merit on case to case basis after obtaining clearances from the competent authorities.

It was decided to regularize services of 74 contractual class IV employees in the Department of Technical Education and Vocational Training, recruited through Employment Exchanges and on satisfactorily completion of eight years of service in year 2010.

Cabinet approved to grant permission for continuation of the services of 17 Assistant Engineers (Civil) serving in Public Works Department to execute Pradhan Mantri Grameen Sadak Yojna and World Bank funded projects, upto March 31, 2015. It was decided to amend the Policy Guidelines for Registration, Location, Installation and Working of Stone Crushers by making the process more eco-friendly and beneficial to the local residents. It was approved to grant pre-mature release to 12 convicts undergoing imprisonment in different Jails in the State, on the recommendation of the State Sentence Review Board, keeping in view their exemplary conduct during the imprisonment.

It was decided to open 3 new Toll Tax Barriers at Dhangupeer, Bela Thakra near bridge No. RD. 79010 and Ulehrian Chowk, in district Kangra, with a view to check leakages and entry of all vehicles entering the State of Himachal Pradesh.

It was also approved to amend the Himachal Pradesh Municipal Corporation (Election) Rules, 2012 which provides for 50 percent reservation to women also.

It was also decided to obtain Rs. 103.55 crore on the final completion of 1000MW Karchham Wantoo HEP in district Kinnaur, under Local Area Development Fund (LADF).

It was also approved to allow enhancement in capacity, change in location and elevation of various hydro electric projects being executed by the private producers already allotted projects in the State.

It was approved to lay Bills relating to Career Point University (Establishment and Regulation) Bill, 2012; The IEC (India Education Centre) University (Establishment and Regulation) Bill, 2012 in the House for approval during the ongoing Budget Session of Himachal Pradesh Legislative Assembly.

It was also approved to amend the Himachal Pradesh Private Educational Institutions (Regulatory Commission) Act, 2010 and lay the same in the House during ongoing Assembly Session.
